I finished the Arsenal mission without stealth and didn't got the achievement

Cutting the Highway can't get achievement Hi, I'm still unable to get achievements. I've restarted the game multiple times, but nothing has changed. I'd love to complete the game 100%, but I can't due to this issue.))
