You told me about your steam download speed problem. and I while having encontered the same problem I might found the solution. Cheak if you are a Steam beta tester- I found out that while prticipating in the beta the download speed decrese significantly for me. 200 Kb- per second max in the beta. 1.0 Mb- per second max in the normal client.
