Hey! Haven't played that game in a long time, need to play again. I don't remember the solution to that puzzle, but I found it again in this guide: https://steamcommunity.com/sharedfiles/filedetails/?id=1245826996 . It's under W3. Basically from what I'm reading and somewhat remember, you get 3 pairs of latitudes and longitude. They correlate to cities on the paper clue, which correlate to countries on that paper. You don't use the first two numbers in the 4 digit code associated to each country, so you just use the 2nd two digits. Which gives 6 digits. Hope that makes sense/helped.
