aah you are getting on about centripetal motion and how that would be affected by the gravity of the two neutron stars. Lets go ahead and assume we are somewhat far away from these stars as to not immediately die from their gravity but still feel their effects. The gravity of both stars would act like tidal forces slowing down the rotation of your bucket at each points in its rotation. Now the CURL of the water will actually bend inward toward each star! because of the immense gravitational pull, while the centripetal motion works similar to how it would on earth.
